William T. Fleming, Esquire has been established in the practice of law since November 17,1983. In April of 1986, he accepted a position as an Assistant District Attorney in Centre County, Pennsylvania, serving in that capacity, and then finally in the position of First Assistant District Attorney until April of 1986. He prosecuted a wide variety of felony, misdemeanor and summary level cases.

Mr. Fleming has been a criminal defense attorney since April of 1986, and now owns his own firm in State College, Pennsylvania. Since April of 1986, he has practiced criminal defense, civil insurance defense litigation, worker's compensation and family/divorce law with the law firms of Delafield, Lisko &. McGee (1986-1988), and Lee, Martin, Green and Reiter (1988 to 2001), where he was a partner for sixteen years. Most recently, Mr. Fleming opened his own firm, Fleming Law Offices on January 2, 2002, where he has been a solo practitioner, with a concentration in criminal defense litigation and family law litigation matters.

Representation of a client in criminal defense cases involves a careful analysis and diligent review of all evidentiary matters, including discovery matters such as police reports, forensic evidence, witness statements, and often times, investigative work with the assistance of a private investigative firm and other expert witnesses, to protect a client's rights and interests. If defenses are optimum, a trial is sometimes necessary and an effective way to protect a client from an improperly charged case. As is the case with any criminal trial- whether it is felony or misdemeanor level- a critical analysis of applicable law, an understanding of complex evidentiary issues, the use of protective pre-trial motions, and often the use of expert witnesses, as well as knowledge of how to attack a lay witness, is critical to successful trial defense. Conversely, if defenses are not optimum, an experienced eye and voice is necessary to spot and negotiate a fair and just plea bargain in the client's best interests. Only experience can teach an attorney the necessary skills to handle complex trial or plea negotiations skills, which, if properly applied will result in the optimum resolution for the client.

Divorce litigation similarly involves complex issues of marital asset valuation, business evaluations, as well as a whole range of emotions and family matters such as custody. Issues of marital property settlement agreements, custody issues, and child support are areas that demand great emphasis in Mr. Fleming's family law practice. A mastery and knowledge of the applicable statutory and case law, as well as evidentiary issues in family litigation is a requirement of any client at need of these services. Sometimes collaborative law approaches and mediation services are also needed in these areas, and Mr. Fleming has the appropriate training and certifications in both areas to offer a wide range of experience and knowledge in the handling of these cases.

Mr. Fleming received his law education at the oldest college of law in Ohio, at the Ohio Northern College of Law, where he was a member of the Ohio Northern Law Review as an associate technical editor. He graduated there in May, 1983. Prior to that, Mr. Fleming obtained his undergraduate degree from Syracuse University, where he graduated cum laude, with honors in History in 1977. He also attended The Mercersburg Academy in Mercersburg, Pennsylvania and Cardigan Mountain School in Canaan, New Hampshire for his secondary school education.

Mr. Fleming currently is a Member of the Pennsylvania and Centre County Bar Associations and is a past Member of the Board of Directors of the Pennsylvania Criminal Defense Lawyers Association, where he also served as the Brief Bank Chairman on the Board of Directors. He was also a senior reader for the Pennsylvania Bar Examination from 1996 to 1999.

Mr. Fleming is a single parent, and resides in Boalsburg, Pennsylvania. He has two children, Bradley J. Fleming, age 23, who is a two tour of duty Veteran of the Iraq War as a paratrooper with the 82nd Airborne, and a daughter, Kelsey G. Fleming, age 20, who is a junior in Sociology at Susquehanna University. Mr. Fleming's interests outside of his profession involve charitable service as a Member of the Board of Directors of Cardigan Mountain School, in Canaan, N.H. where he is an officer and member of the executive committee, as well as hiking, rails to trails bicycling, kayaking, and photography.
