DAVID BIRD is a highly experienced attorney with extensive practice in all Maryland courts in both civil and criminal matters.
As an Assistant Attorney General from 1987 to 2005 Mr. Bird successfully represented various State agencies on behalf of consumers in the field of business regulation, including the Maryland Home Improvement Commission, the Real Estate Commission, the State Board of Plumbers, and the Boards of Barbers and Cosmetologists. Representing the Home Improvement Guarantee Fund he oversaw the reimbursement of many thousands of dollars to homeowners who had suffered losses at the hands of incompetent and unscrupulous contractors.
As counsel to the State Board of Plumbers he advised local officials as well as architects and engineers in the interpretation of plumbing laws. He also supervised the long overdue revision of the state plumbing code to conform with the National Standard Plumbing Code.
He also represented the Commissioner of Labor and Industry in the collection of wages unlawfully withheld from Maryland employees. As a lead attorney in this field he was successful in winning judgments and collecting wages in hundreds of individual cases.
Occasional assignments in the Attorney General’s Office included representing the State in criminal appeals before the Court of Special Appeals.
In 1978 and again in 1982 Mr. Bird was elected to two consecutive terms in the Maryland House of Delegates. As a delegate he specialized in workers compensation, local government law, election law and administrative law. He was appointed by Governor Hughes to serve on two special commissions, one to deal with conflicts between municipal and county governments, and another to examine the costs of workers compensation coverage to Maryland employers.
Mr. Bird lead two significant petition drives to amend the charter in Prince George’s County. One limited the local property tax and the other reorganized the County Council into a single district system. Both drives were successful, and through Mr. Bird’s legal representation court challenges to them were defeated.
Mr. Bird was engaged in the general practice of law from 1976 to 1986. He returned to private law practice in 2005.
Mr. Bird has been honored by Common Cause of Maryland, the Prince George’s Civic Federation, and Who’s Who Among Students in American Colleges and Universities. He is a member of the chorus with Columbia Pro Cantare where he also serves as a member of the board of trustees. For diversion he enjoys golf, tennis, gardening and beekeeping.
