Lawyer Overview

Lily Claffee is the former general counsel at the U.S. Department of Commerce, where she served as the principal legal adviser to the secretary of commerce and senior agency officials. She headed the department's 400-attorney law division and was responsible for all legal operations, including legislative, regulatory, litigation, and program compliance advice to all agency components. She led regulatory and legislative efforts relating to budgetary, technology, intellectual property, and environmental matters. Lily acted as legal and policy lead in connection with the department's membership on the Committee on Foreign Investment in the United States (CFIUS) and had a major role in the development of new regulations implementing the Foreign Investment National Security Act of 2008.

Recently, Lily guided the National Institute of Standards and Technology through a crisis involving a laboratory plutonium spill, handling matters before the National Regulatory Commission; the city of Boulder, Colorado; and congressional members.

In addition, Lily served as deputy general counsel at the U.S. Department of the Treasury, where she oversaw legal operations and management of the agency's 2,000 lawyers, and was deputy associate attorney general at the U.S. Department of Justice, where she provided legal policy direction and oversight for the agency's antitrust and civil divisions.

Prior to working for the government, Lily represented major corporations and their executives in a variety of antitrust investigations and class action lawsuits, with extensive experience in the airline, railway, and manufacturing industries. She also handled dozens of federal appeals through final disposition, frequently beginning at the post-trial briefing stage.

She speaks Chinese in the Cantonese dialect.
