California law holds a dog or dangerous animal owner strictly liable for injuries to any individual harmed or bitten by an animal in a  public area, or while he or she is a guest in a private area like a home or business.   It does not matter if it was the first time the dog attacked someone.  The dog owner and caretaker is held to strict liability in dog bites cases.

Strict liability makes a dog owner civilly liable for dog bites damages no matter how much case the dog owner used, even if he was not negligent.  As long as an injured dog bite plaintiff proves an animal's dangerous propensities and the owner knew or should have known about the danger, he is liable.
