Lawyer Overview

Steven Moore is senior counsel with Foley & Lardner LLP, where he is a member of the Electronics and Intellectual Property Litigation Practices.

Dr. Moore has significant experience in intellectual property law and patent prosecution. Before joining Foley, he was an associate with Heller Ehrman LLP, where he focused on patent prosecution and intellectual property litigation. His previous experience also includes serving as director of intellectual property and regulatory affairs for a San Diego technology company where he drafted, filed and prosecuted U.S. patent applications and conducted in-house patent and regulatory work. He has represented clients in various proceedings before the Federal Communications Commission and served as a technical advisor and member of the U.S. Delegation to the International Telecommunications Union. He was a Chief Petty Officer in the United States Navy and served on active duty for nine years.

Dr. Moore counsels early stage electronics and software companies on IP issues and has conducted IP diligence investigations for financing, merger and acquisition transactions.

He routinely drafts and prosecutes patent applications in the areas of telecommunications, advanced software and hardware architectures, compilers, optics, other electronic applications and devices.

Prior to his legal career Dr. Moore worked for a number of companies as a software engineer in controls, signal, and image processing. He also worked as an engineer in three start-up companies.

Representative Litigation Matters

• Currently representing multiple handset manufacturers in a patent litigation matter involving complex spreading in CDMA2000 and WCDMA.
• Represented a network appliance company in a multi-patent and trade-secret litigation involving JAVA technology.
• Represented an early stage company in a patent litigation matter involving advanced MPEG video transcoding techniques.
• Represented an early stage company in a patent litigation matter involving Ultra-Wideband communications technology.
• Represented a large chip-set company in a patent dispute involving WCDMA, WiFi, and GPRS technologies.
• Represented a medical device company in patent litigation involving optical based diagnostic instruments.

Dr. Moore has lectured on spectrum management issues at an international conference on spectrum management, has published articles in the IEEE Communications Magazine on recent changes in patent law, and is a member of the American Conference Institute's speaker faculty for their High Tech Patent Conference.

Dr. Moore is a graduate of California Western School of Law (J.D., 2003). He earned his Ph.D. (2001), his M.S. (1998) and his B.S. (1998) all in electrical engineering from the University of North Carolina at Charlotte. He is an inventor on 9 issued U.S. Patents in telecommunications.

Dr. Moore is admitted to practice in California and before the United States Patent & Trademark Office. He was a member of the International Telecommunications Advisory Committee, National Committee; and is a member of the San Diego Bar Association and the San Diego Intellectual Property Law Association.
