RECENT ACTIVITIES: Mr. Spencer was appointed by Governor Jeb Bush to the Judicial Nominating Commission in August 2001. He is now the Chair of the Commission. (Third District Court of Appeal of Florida). Mr. Spencer served as co-counsel for Bush/Cheney in the Florida Recount 2000. He is an election lawyer and frequently lectures on election law and litigation. He is a member of the Overseas Security Advisory Council, United States Department of State, Bureau of Diplomatic Security. Mr. Spencer was appointed by the Bush Administration to the Presidential Rank Review Board of the Office of Personnel Management, 2001. Mr. Spencer received the David Atlee Phillips Award 2001 from the Association of Former Intelligence Officers. The Award is made to an individual who advances the interests of the American Intelligence Community. He is the founding President of the Association of Former Intelligence Officers, Theodore Shackley Chapter (South Florida). Mr. Spencer headed the Miami-Dade Legal Team for Bush/Brogan 2002 and was Deputy Chief for the State of Florida. He was appointed by the County Manager in 2003 to the Select Committee to select the Elections Supervisor for Miami-Dade County. After the events of September 11, 2001, Mr. Spencer, joined the Department of Homeland Security, United States Coast Guard Auxiliary, District 7. He was a National Staff Officer for Strategic Planning. In 2004, Mr. Spencer received the Admiral’s Commendation Ribbon for work in assisting in the creation of Operation on Guard (America’s Waterway Watch). Mr. Spencer was recognized as a Founding Member of the Department of Homeland Security by Secretary Ridge on March 1, 2003. He is was member of the Board of Governors, Republican National Lawyers Association. He is a member of the Federalist Society Board of Directors. (Miami Chapter) He is a member of InfraGard, Federal Bureau of Investigation (civilian); Founding Chairman of the Association for Intelligence Officers, Ted Shackley Chapter. Mr. Spencer was special counsel, Bush-Cheney ‘04. Spencer served on the Transition Team of Florida Attorney General Bill McCollum and Chair of the Interim Term Transition Review Committee of Attorney General Bill McCollum. On April 5,2007, he was awarded a Special Commendation by the Commandant of the Coast Guard for his role in program he and others developed which led to the arrest and conviction of terrorist who targeted Miami and New York. Mr. Spencer is the President of the Miami-Dade Chapter of the Association of Former Intelligence Officers. He is a Fellow of the Chartered Institute of Arbitrators, London.
