Law Firm Overview
The Hartman law firm was founded in 2007 by Daniel W. Hartman. The Firm's offices are located in Tallahassee, the capitol city of Florida. Our central location provides immediate access to the Governor, Cabinet and Legislature, as well as various State agencies including the Department of Community Affairs, the Department of Environmental Protection, the Florida Public Service Commission, the Northwest Florida Water Management District, and the Division of Administrative Hearings.
The Firm represents clients in a variety of legal matters including, but not limited to, growth management, regulatory permitting, land use/zoning, environmental/natural resources, utility law, water use, corporate governance, estate planning, real estate, appellate and collections.
The Firm's governmental affairs experience includes monitoring legislation affecting existing law, lobbying to prevent changes detrimental to clients, and supporting legislation benefitting our clients. In addition, the governmental affairs practice includes representation before the Governor and Cabinet on relevant matters.
The Firm is capable of appearing on behalf of clients before all State civil circuit courts, the United States District Courts for the Northern, and Southern Districts of Florida, the United States Court of Appeals for the Eleventh Circuit, as well as the Florida Division of Administrative Hearings and local governments throughout the State in quasi judicial hearings. The Firm has extensive experience representing both public and private interests.
Although the Firm emphasizes informal dispute resolution of many contentious issues, it also handles litigation before the Florida Division of Administrative Hearings, federal and state courts. The Firm is frequently retained by public and private clients in enforcement and permitting disputes in the areas of environment, land use, growth management, contracting, and professional and business licensing.

Local Government - The Firm assists local governments with matters involving ordinance preparation, adoption and implementation, code enforcement, eminent domain, utility franchising, utility service territory expansion and defense, taxation, special assessments, planning and growth management, and quasi-judicial hearings.
Governmental Affairs - Members of the Firm have been involved with the legislative and executive branches of government for fourteen (14) years. The Firm enjoys personal and professional relationships with members of the Legislature, as well as staff, which enables us to offer the highest quality of service to clients.
Environmental - The Firm is experienced in working with State and Federal agencies on environmental matters involving: wetlands issues; sovereign submerged land leases; on- and off-site wetland mitigation; air resource management; environmental resource permitting; storm water management; ecosystem management agreements; endangered and threatened species; coastal construction; solid waste; hazardous waste; and, consumptive water use matters.
Land Use - The Firm has extensive experience in the areas of land use planning and zoning law for both private and public clients. Attorneys of the Firm have represented local governments as well as private parties in connection with comprehensive plan and land development regulatory review proceedings in the counties of Walton, Alachua, Calhoun, Liberty, Franklin, Escambia, Santa Rosa, Okaloosa, Madison, Jefferson, and Hamilton, as well as the cities of Carrabelle, Destin and Gulf Breeze.
Growth Management Legislation - The Firm is familiar with all aspects of current growth management legislation.
Utilities - The Firm is experienced in all aspects of private investor-owned and not-for-profit water and wastewater utility certification and operation, including: siting; formation; permitting; rate-making; territorial expansion; operating agreements; policies; and, purchase and sale agreements. In addition, the Firm serves in an advisory capacity to various local governments in the areas of utility regulation and utility expansion.
