Senior Counsel
Lawyer Overview
Geoffrey M. Goodale is senior counsel in the Litigation Department of Foley & Lardner LLP. He is a member of the firm's Corporate Compliance & Enforcement, White Collar Defense, Government Procurement and International Practices and Automotive Industry Team. His practice focuses on international trade regulation, international dispute resolution, and international trade agreements.
Mr. Goodale represents companies with respect to U.S. export control restrictions and economic sanctions administered by the Bureau of Industry and Security, the Directorate of Defense Trade Controls, and the Office of Foreign Assets Control. He also prepares ruling requests, protests, and prior disclosures that are submitted to U.S. Customs; advises companies on import compliance matters; and assists clients preparing for U.S. Customs audits. He has represented both U.S. and foreign companies in antidumping and countervailing duty proceedings and Section 201 investigations before the Department of Commerce and the International Trade Commission, as well as in judicial reviews of decisions by those agencies. He advises companies on antiboycott compliance, the Foreign Corrupt Practices Act, and regulation of foreign direct investment in the United States, as well as various types of trade agreements.
Mr. Goodale is co-chair of the Customs Law Committee of the American Bar Association's Section of International Law and has recently been appointed to be senior advisor to the Section's Export Controls and Economic Sanctions Committee. In 2009, he was elected to serve on the Steering Committee of the D.C. Bar's International Law Section, after previously having been the chair of the Section's International Trade Committee for three terms. He also has been appointed to serve on the U.S. Court of International Trade Advisory Committee on Rules. In addition, his activities include membership in the Customs and International Trade Bar Association, the International Trade Commission Trial Lawyers Association, and the Society for International Affairs.
Prior to becoming an attorney, Mr. Goodale was program manager for the National Council on International Trade Development, where he prepared position papers and testimony that were presented to Congress, the U.S. Trade Representative, and numerous federal agencies.
Mr. Goodale earned his law degree from the George Washington University Law School (2001), where he was a Dean's Fellow and Notes Editor for the American Intellectual Property Law Association Quarterly Journal. He also holds an M.A. (1992) and a B.A. (honors, government, 1988) from the College of William and Mary.
Mr. Goodale is admitted to practice in the District of Columbia and the Commonwealth of Virginia. He also is admitted to practice before the U.S. Supreme Court, the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Appeals for the Fourth Circuit, the U.S. Court of International Trade, and the U.S. District Court for the Eastern District of Virginia.
