His training began at the University of Virginia School of Law, where he attended the Trial Advocacy Institute and served as Executive Director of the Post-Conviction Assistance Project, an organization that litigated civil rights cases, including cases heard in the U.S. Supreme Court. During Scott's tenure, the U.S. Supreme Court referred to the Post-Conviction Assistance Project as "a respected friend of the Court."
