Prior to Foley, Dr. Bilodeau was a patent examiner for the U.S. Patent and Trademark Office, where he examined patent applications in semiconductor device processing. He also worked as a research physicist for the University Research Foundation in the Naval Research Laboratory, where he designed and produced laser-excited fiber optic chemical sensors for remote identification and characterization of chemical contaminants for environmental applications.
Dr. Bilodeau has authored an article on the Patent Process Amendments Act and has co-authored articles on fiber optic and semiconductor material technologies.
Dr. Bilodeau graduated from University of Vermont (B.S., physics, 1982); Rensselaer Polytechnic Institute (Ph.D., physics, 1990); and George Mason University School of Law (J.D., 1999). He is a member of the George Mason University Law Review.
