Carl-Stephan Schweer advises public bodies, governmental agencies, cities and municipalities, as well as private investors, in regulatory matters, privatizations, public-private partnerships, and joint investments. His practice focuses on the water, energy, and utility industries. He has counseled large chemical plants in regard to their environmental matters, including waste water and air pollution. He also has advised clients in the development of large private waste water purification plants and reservoirs. His environmental practise focuses on the new Europe-wide CO2-emission trading scheme. A major part of his energy related practise is related to the renewable energies, especially wind and biomass.

He also provides representation in regard to urban developments, including infrastructure and traffic projects, industrial projects, large housing projects, and other real estate developments. Carl-Stephan advises clients on the regulatory aspects of real estate matters, such as zoning and planning procedures, as well as special projects planning procedures under German law. 

His practice includes all relevant legal issues, namely national and European law — especially environmental law and law of subsidies — financing regulations, state-aid law, planning and zoning procedures, and competition law. Carl-Stephan is an experienced administrative law litigator.

Prior to joining Hogan & Hartson Raue, Carl-Stephan was a partner in one of Germany's leading international law firms.

In 1995, he became a Certified Lawyer for Administrative Law and was specially admitted to the High Court (Berlin) in 1998. He worked in several courts and government agencies in Berlin as part of his required internship.

Carl-Stephan has published numerous articles on administrative, environmental, European Union, and municipal law. He is a co-author of a standard book on water law and of the first commentary to the new emission trading statutes in Germany.
