Heather L. Blackwell graduated with honors from Lamar University in 1994 with a degree in Political Science and a minor in Economics. Heather received her J.D. with honors from Texas Tech University School of Law in 1998.
Heather practiced with the firm of Sheldon & Dunham, PLLC from 1999 through February 2012, and currently practices with Moore Landry, LLP. She has worked with governmental entities on all aspects of service to their taxpayers, including government contracting, bidding, and procurement, as well as creating and implementing policies and procedures for operations and personnel matters. She also has experience with general civil litigation, alternative dispute resolution proceedings, and appellate matters in both state and federal courts. Heather has acted as counsel for the Port of Port Arthur Navigation District of Jefferson County, Texas, the South East Texas Regional Planning Commission, and other governmental entities over the years.
Heather was formerly an Adjunct Instructor at Lamar University in Beaumont, where she taught various courses in the Management and Marketing Department of the College of Business. She has also advised a number of advocacy and non-profit organizations, including CASA of Southeast Texas.
