Judith G. Cooper, P.C. is a professional legal corporation established in 1985 and devoted solely to the practice of immigration and nationality law.

Our firm enjoys an excellent reputation, including an AV rating by Martindale-Hubbell. Our attorneys offer the experience and expertise to handle complex legal issues and solve the problems that confront companies and individuals in today's global economy. We are located in Houston, Texas, but we easily assist clients around the globe through our highly automated office environment.

Since formation, the firm has experienced rapid growth and expansion and significant diversification in the composition of its client base. The firm provides representation to multinational corporations, small and medium-size businesses, universities, hospitals and other major organizations that employ foreign nationals on a temporary or permanent basis in the United States and abroad. In addition, the firm represents prominent individuals, including professionals in many fields, researchers, physicians, and entrepreneurs/investors. We also represent individuals with family-based immigration and naturalization and citizenship needs.

Our firm has successfully handled thousands of cases involving temporary and permanent work visas through labor certification and exceptions to labor certification, relative petitions, and all matters relating to naturalization and citizenship.

Temporary work visas that we can assist with include those for professionals (H-1B), intracompany transferees (L-1 managers, executives and those with specialized knowledge) through individual petitions or under L-1 blanket approvals, various visas under NAFTA for Canadian and Mexican citizens, treaty traders and investors (E-1, E-2), athletes, performers and culturally unique aliens (P-1, P-2, P-3) and aliens of extraordinary ability (O-1).

Judith G. Cooper, P.C. represents clients who need waivers of the two-year residence requirement, as well as petitions for extraordinary aliens, outstanding professors and researchers, multinational executives and managers, and petitions to waive the job offer and labor certification requirements of the law based upon the national interest.

Because we are located in Houston, the firm possesses considerable experience and expertise in the representation of multinational corporations and their foreign national employees such as information technology specialists, scientists, professionals, and researchers in the oil, gas and energy industries. Our proximity to the Texas Medical Center has also provided us with substantial experience and expertise in the representation of foreign medical graduates, scientists, researchers, physical therapists, and other healthcare workers.

The firm is comprised of four attorneys, five legal assistants and several support staff members. Three of the four attorneys are board-certified in the area of immigration and Nationality Law by the Texas Board of Legal Specialization. Members of the firm's staff are fluent in Spanish, French, German, Chinese and Vietnamese.
