Lawyer Overview

Jeffrey Babbin is a partner at Wiggin and Dana and a founding member of the Appellate Practice Group of the firm’s Litigation Department. He is a fellow of the American Academy of Appellate Lawyers. He has significant experience in appellate matters before federal and state courts nationwide, and has handled appeals involving constitutional rights, securities, antitrust, breach of contract, fraud, medical and other professional malpractice, other business and personal torts, telecommunications, and American Indian land claims. He has authored briefs in three cases heard on the merits by the United States Supreme Court, addressing issues of federal preemption and constitutional claims, and he has assisted in the preparation of oral argument in each of those cases. In addition to giving specialized attention to appeals in matters originally handled at trial by his firm, Jeff pursues and defends appeals in cases tried by other law firms. Jeff offers to clients the service of providing a detailed analysis of appellate options and issues after the trial court has rendered judgment, regardless of what law firm has tried the case. Where a client has engaged counsel from another law firm to handle the appeal, Jeff offers the option of working with and advising the other counsel on the appeal.

Jeff also has an active administrative appeals practice, representing regulated companies in the judicial review of federal and state agency action. His many cases have included challenging agency regulations, and challenging or defending agency decisions, for client companies in the health care, telecommunications, electric, water, and alcoholic beverage industries.

Jeff’s experience also includes a range of business and commercial disputes in the trial courts, including complex and class-action litigation, and litigation involving government agencies and policies in federal and state court. As an appellate lawyer, Jeff also assists trial counsel in his firm and other firms to refine issues that are likely to arise on appeal and to preserve issues for appeal.

Before joining Wiggin and Dana in 1992, Jeff practiced law for seven years in Washington, D.C., where he represented clients before federal agencies and in judicial challenges to agency action and regulations. He also represented two major oil companies in an international arbitration of oil field expropriation claims before the Iran-United States Claims Tribunal in The Hague.

Jeff is a member of the Connecticut Bar Association’s Litigation, Administrative Law and Federal Practice sections, and is also a member of the American Bar Association and the District of Columbia Bar. Jeff received his Bachelor of Science in Economics magna cum laude from the Wharton School at the University of Pennsylvania in 1981, and his law degree from Stanford University in 1984.
