Ray Calamaro is resident in Hogan & Hartson’s Washington, D.C. office and works closely with the firm’s office in Brussels. He represents both U.S. and non-U.S. clients before government agencies and officials in Washington, D.C. and in Brussels. His practice in Washington, D.C. is primarily in the area of international trade and policy advocacy. He also assists clients in Congressional hearings and investigations. His Brussels practice relates to matters before the European Union (EU).

Ray Calamaro's clients include major corporations and trade associations in such sectors as defense, aerospace, and new technologies; entertainment and media; biotechnology, food, and agriculture; transportation and related services; motor vehicles; chemicals-minerals; and financial services. He also represents foreign governments and governmental entities and acts as Washington counsel for Indian tribes.

Since re-entering private practice after government service, Ray Calamaro has advised and represented clients before executive branch agencies and departments, including the White House; the Office of the U.S. Trade Representative; and the Departments of State, Defense, Treasury, Commerce, and Agriculture.

He represents clients before both Houses of the U.S. Congress, including assisting foreign and domestic clients in supporting, opposing, or modifying legislation. His experience in the congressional process began with senior positions in both the legislative and executive branches of government. He continues to assist clients on trade-related and other legislative matters, acting as an advocate for a particular client or a coalition of companies. He has assisted both U.S. and non-U.S. companies in forming or participating in coalitions with an interest in federal policy or legislation. He also is active on behalf of clients that have been requested to provide information to Congressional committees or testify before such committees in investigative or oversight hearings.

From 1990 until 1994, Ray Calamaro practiced in Brussels where he represented U.S., European, Latin American, and Asian clients, advising on pending matters before the European Commission, Parliament, and Council. He also acts as an advocate before these bodies for clients with interests in EU directives and regulations.

Before practicing law in Washington, D.C. he served as U.S. Deputy Assistant Attorney General for legislative affairs where he assisted the Attorney General with regard to matters pending in Congress and represented the U.S. Department of Justice before Congress. Prior thereto, he was Legislative Director for a U.S. Senator.

Ray Calamaro has held senior positions in two transition governments: Carter-Mondale in 1976-77 and Clinton-Gore in 1992-93. Prior to joining Hogan & Hartson in 1995, he headed the Washington, D.C. and Brussels offices of a major New York-based law firm.
