William L. Blum is a tax and business lawyer with substantial expertise in international business taxation. His practice emphasizes domestic and offshore tax matters and structures, estate and asset protection planning, tax controversies, and matters involving the United States territories. He is a regular speaker on tax issues at various conferences in the United States, the Caribbean, and elsewhere, including those sponsored by the Center for International Legal Studies. Prior to commencing his private practice, Mr. Blum served as counsel to the Governor of the United States Virgin Islands. He is the draftsman of that jurisdiction's foreign sales corporation and exempt company laws and he is the foremost expert on the utilization of the U.S. Virgin Islands as a tax haven for non-U.S. persons. He is also the author of several articles on U.S. and U.S. Virgin Islands tax matters published by CCH, BNA, and Euromoney Publications. From 2004 to present, Mr. Blum has served as the president of Interlegal, an international network of law firms with members in over 35 countries (www.interlegal.com). Mr. Blum is admitted to practice in the states of New York, Colorado, New Jersey and Pennsylvania, the territories of the U.S. Virgin Islands and Guam, and the Republic of the Marshall Islands.
