Lawyer Overview
Since joining Jones Day in 1986 from her position as Section Chief in the EPA's Office of Enforcement, Heidi Bumpers has litigated RCRA enforcement claims, Superfund and natural resource damage cases, and managed EPCRA, OSHA, and asbestos enforcement actions. She has negotiated several voluntary environmental cleanup agreements and private cost recovery settlements. Heidi has been lead environmental counsel on a number of significant transactions at Jones Day and has represented purchasers, lenders, and sellers in complex corporate acquisitions and real estate deals.
Heidi's current representations include managing a portfolio of more than 80 Superfund cases, coordinating environmental issues, and providing regulatory counseling for a major tire manufacturer. She recently managed the implementation of an environmental compliance system for a high-tech international manufacturing company, advising on environmental audits, records retention, EPCRA filings, pollution prevention, multimedia inspections, and release reporting. She also currently represents a Canadian company in debarment proceedings with the EPA and works on regulatory interpretation issues regarding compliance with international environmental requirements.
Heidi serves on the board of advisors for Environmental Counselor and has written and spoken on environmental liabilities in corporate transactions, environmental enforcement, and records management. She was selected as a leading environmental lawyer for a fifth year by Chambers USA (2009) and named as a "top lawyer" by The Washingtonian magazine. Heidi was awarded the U.S. Bronze Medal for outstanding service at the Environmental Protection Agency.
