Mr. Beaty operates a government relations practice in Saul Ewing's Harrisburg office. His practice encompasses all aspects of the legislative process, from drafting of bills and amendments to advocacy of client interests in the Pennsylvania General Assembly. Mr. Beaty also concentrates on state regulatory agencies, providing advice and assistance on regulations, permit approvals, contract procurement and other matters. Prior to joining Saul Ewing, Mr. Beaty served in the office of Pennsylvania Governor Robert P. Casey for seven years. Governor Casey appointed Mr. Beaty as his Legislative Counsel in March, 1987. In that capacity, Mr. Beaty advised the Governor on the constitutionality, and other aspects, of legislation reaching his desk for signature. In addition, Mr. Beaty drafted much of the legislation needed to implement Governor Casey's policies. In 1990, Mr. Beaty advanced to the position of Special Assistant to the Governor. His duties included acting as the Governor's liaison with several members of the Cabinet on significant policy matters, as well as the ongoing interaction between the Governor's Office and the various agencies.
Mr. Beaty also represented Governor Casey in negotiations which resulted in some of the major legislation enacted during the Governor's two terms in office. These included the Hazardous Sites Cleanup Act of 1988, the Auto Insurance Reform Law of 1990, the Regulatory Review Act of 1989 and the Workers' Compensation Reform of 1993, among others. Mr. Beaty also handled the negotiations leading to the successful unification of the ports of Philadelphia and South Jersey in early 1994.
Prior to his service with Governor Casey, Mr. Beaty served as Counsel to the Pennsylvania Senate Judiciary Committee, starting in 1979.
Mr. Beaty received his bachelor's degree in philosophy, cum laude, from Boston College and his law degree from Temple University School of Law. He is admitted to practice law in Pennsylvania.
