Randy Roach is the Senior Vice President and General Counsel in BPA's Office of General Counsel (OGC). OGC, a law office of over 60 BPA and contract employees, is responsible to provide BPA legal advice and representation concerning all facets of BPA's business, including power, transmission, and corporate. Randy directly manages the office, and serves as the chief legal adviser to the Administrator and other members of BPA's executive team. In addition, Randy serves as a member of numerous executive management committees, including the Executive Risk Management Committee, Finance Management Committee, Regional Dialogue Advisory Group, Power Business Line Management Committee, and Transmission Business Line Management Committee.

Randy is a native of Spokane, Washington. He graduated magna cum laude from Gonzaga Law School, where he was the Managing Editor of the law review. He obtained his B.A. with honors from the University of Washington, and was awarded membership in the scholastic honorary society Phi Beta Kappa for his academic achievements.

Before coming to BPA, Randy was a staff attorney and law clerk for the Washington State Court of Appeals in Seattle, and practiced surety and construction law. Randy started his career at BPA in 1984, first working for 5 years as a rates attorney. During that time, he participated extensively in litigation at the Federal Energy Regulatory Commission involving reviews of BPA's nonfirm rates and average system cost determinations. In 1989, Randy was selected to be the Assistant General Counsel responsible for managing BPA's rates attorneys, a position he held for 7 years. Throughout that time, Randy also participated in numerous BPA rate cases, and was responsible for securing the first settlement of a general BPA rate case. From 1996, and prior to his appointment as BPA's General Counsel in January of 2003, Randy served as BPA's Deputy General Counsel and Acting General Counsel.
