Lawyer Overview

Chris Flynn represents electric and gas utilities before federal and state regulatory agencies and in federal and state courts and in a number of commercial transactions and other ventures. Since 1984, Chris has represented energy companies in a wide variety of matters, including mergers, restructurings, transmission unbundling, transmission open access tariff development, wholesale and retail power supply contracts, and commercial dispute resolution, as well as traditional utility rate proceedings.

Currently he devotes much of his time to the development of competitive retail markets, including retail access tariffs, stranded cost recovery mechanisms, and independent power projects, as well as to wholesale marketing initiatives and international energy projects. Chris has experience with energy privatization projects and other commercial projects in Mexico and has spoken before the Spanish National Electricity Commission regarding transmission access and other transmission issues.
