Rebecca McCarthy Fowler has represented a wide variety of healthcare institutions and providers for over 20 years. Her clients include hospitals, integrated care solution providers, physician practice management companies, skilled nursing facilities, hospices, home healthcare providers, physicians, and nurses. Rebecca advises these clients on a wide variety of health law issues including organization and operation of healthcare entities, Medicare/Medicaid, regulatory/administrative law matters, sales and acquisitions of healthcare entities, taxation, certificates of need, and licensure. She is in frequent contact with federal and state healthcare regulatory bodies including Departments of Health, Medicaid agencies, the Centers for Medicare and Medicaid Services (CMS), and state and national long-term care trade associations. Rebecca is a regular contributing author to The Healthcare Provider's Legal Resource .

In addition, Rebecca represents a wide variety of clients in federal and state tax disputes, including income tax sales and use tax, ad valorem tax, estate tax and franchise tax. She regularly appears before the IRS, the Oklahoma Tax Commission, in state and federal courts, and before county boards. She is the author of the Oklahoma Chapter of the ABA Sales and Use Tax Handbook .

Rebecca also advises employers, particularly healthcare employers, on a broad range of employment issues, and represents those employers before administrative agencies and in state and federal court. She is a regular contributing author to The Employer's Legal Resource.
