Lawyer Overview

Lynn Coe's experience includes work in the areas of tax-exempt health care and education financing and tax-exempt industrial revenue development bonds as well as in SEC-registered public offerings of corporate securities. For more than 30 years he has worked as bond counsel, underwriter's counsel, issuer's counsel, borrower's counsel, purchaser's counsel, and bond insurer's counsel in both tax-exempt and taxable health care transactions. These transactions have entailed a wide variety of document structures, including multimodal transactions, imbedded derivatives, forward commitments and swaps, and FHA and GNMA credit enhancement as well as pooled financings. The innovative nature of many of the transactions is illustrated by the 2004 issuance of $253.86 million of bonds for the benefit of the University of Maryland Medical System, for which he served as underwriter's counsel. The transaction was named by the Bond Buyer as its "Northeast Region Honorable Mention Deal of the Year."

Lynn served as bond counsel to the Illinois Health Facilities Authority from 1977 until its merger into the Illinois Finance Authority. During this period the Illinois Authority issued over $20 billion of bonds and other debt obligations. He continues to serves as bond counsel in transactions through the new Illinois Finance Authority. He has also worked on transactions involving the issuance of municipal bonds by other issuers in Illinois and in a variety of other locations, including Alabama, Arkansas, California, Colorado, Connecticut, Delaware, the District of Columbia, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Nebraska, Ohio, Oklahoma, Oregon, Pennsylvania, Puerto Rico, South Carolina, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, and Wisconsin. In the course of his practice he has helped organize such issuers on a number of occasions. His professional activities include many speaking engagements on finance topics. In 2003, Lynn was named as a leading Illinois public finance lawyer in the "Leading Lawyers Network." He is a member of the American College of Bond Counsel.
