Lawyer Overview

Donna Boswell advises hospitals, academic medical centers, and research companies on compliance issues raised by the suite of Health Insurance Portability Accountability Act (HIPAA) administrative simplification regulations and other state and federal medical privacy and security laws, with a particular focus on their impact on clinical and health outcomes research. Donna provides strategic advice to research companies and manufacturers of new technologies concerning compliance with the federal and state pharmaceutical pricing and rebate statutes, the Medicare Part D drug benefit, and laws affecting patient access to health care and health care benefits.

Donna served on the State Pharmaceutical Assistance Transition Commission established under the Medicare Modernization Act to make recommendations to U.S. Congress and the Secretary of Health and Human Services on transitioning Medicare beneficiaries and state programs to the new Medicare drug benefit.

Before joining Hogan & Hartson, Donna was a college professor at Wesleyan University, teaching psychology and philosophy of science. She also served as a Legislative Assistant to U.S. Senator Don Riegle (MI) as a Congressional Fellow of the American Association for the Advancement of Science and the Society for Research in Child Development.

While in law school, Donna served as executive editor to University of Pennsylvania Law Review.
