Terry graduated with a law degree from the University of Auckland, New Zealand in 1978 and practiced law overseas for five years before coming to Arizona. In 1986, he earned a law degree from the Arizona State University College of Law. He has practiced in Arizona with a number of firms, including the Phoenix branch of Winston & Strawn, a national law firm headquartered in Chicago.
