Lawyer Overview

Victor Chang earned law degrees from the United States, Taiwan, and China. He has substantial knowledge of the laws and regulations in each of the three jurisdictions and is fluent in English, Mandarin, and Taiwanese.

With solid legal theory, combined with nearly 20 years of practice, Victor is able to provide efficient and accurate legal strategies and practical solutions to clients facing varying circumstances. In the early stages of disputes, Victor often offers the most effective approach to minimize the potential risk of litigation. In disputes where litigation is inevitable, his experience allows him to formulate solid strategic planning based on the positions of his clients, tailored for different demands of each case. He is adept at focusing on points to turn clients in relatively disadvantageous positions into more favorable positions in order to tactfully guide the dispute to an amicable resolution.

Victor has a remarkable track record in litigations and dispute resolution matters. In intellectual property litigations, Victor represented D-Link Corporation, a high-tech client in Taiwan, in successfully procuring indictment of the representative persons of VIA Technologies, a significant competitor of Intel, on criminal charges for infringement of copyright and misappropriation of trade secret. In construction and public infrastructure disputes, Victor represented Matra Transport (newly acquired by Siemens Transportation) in a construction dispute and obtained final judgment of the Supreme Court ordering the Taipei Municipal Government to honor an arbitral award of approximately US$62 million payable to Matra. In corporate governance, Victor represented the Tung family, a significant shareholder of Pacific Electric Wire & Cable, a publicly listed company in Taiwan, in defending criminal charges. In another international dispute, Victor represented Center Trading and Development Corporation in coordinating disputes in various jurisdictions, spanning from the Cayman Islands, Western Samoa, and Vietnam to Taiwan.

In addition, Victor has represented Taiwanese, U.S., and Japanese corporations in cross-border transactions in the Greater China region pertaining to commercial negotiations and intellectual property disputes and has provided multinational corporations with legal consultation and IP management advice. He has been recognized as a leading lawyer in the current editions of The Asia Pacific Legal 500 (dispute resolution) and Chambers Asia (dispute/IP). Victor has lectured at the National Open University, Shih Hsin University, and the Chinese Culture University.
