Mr. Trotter has a broad range of civil litigation and arbitration/ADR experience.  He has tried and managed complex environmental, land use, real estate, eminent domain/regulatory taking, construction and general commercial and business litigation and administrative/regulatory proceedings.  Mr. Trotter has represented numerous business and property owners seeking approvals of use permits, variance and other land use entitlements in cities and counties throughout Northern California, as well as homeowners opposing proposed inappropriate adjacent uses and development.   Mr. Trotter has also represented municipal and agency clients in litigation matters, including the City of Hercules and the Contra Costa Water District.

As a lobbyist, Mr. Trotter has presented clients with respect to proposed legislation, administrative rulemaking and contract procurement matters before agencies and legislative bodies at the federal, state and local levels. 

Mr. Trotter is admitted to practice in all California state and federal trial and appellate courts; the U.S. Court of Federal Claims; and the Federal and Fourth Circuit Courts of Appeal.  

Mr. Trotter has elected to the Moraga Town Council in 2006, and re-elected to a second four-year term in 2010.  He served as Moraga's mayor in 2009 and 2013.   Since 2008 Mr. Trotter has represented Moraga as a Director of the Central Contra Costa Solid Waste Authority.  He also served as Chair of the Contra Costa County Mayors' Conference in 2010.   Mr. Trotter has given back to the community through his service over the years on the board of directors of a number of non-profit groups, including Save Mount Diablo, the Lassen Park Foundation, and the Moraga Historical Society.
