Lawyer Overview

Clare Bronowski was born in Cheltenham, England. She received her Bachelor of Arts degree from Harvard University in 1976 and her Juris Doctorate from the University of California at Los Angeles Law School in 1983. Between her undergraduate studies and entering law school, Ms. Bronowski worked for the Los Angeles City Council. During law school, Ms. Bronowski served as an extern law clerk to the Honorable Harry Pregerson, Ninth Circuit Court of Appeals and participated in the Moot Court Honors Program. Upon graduation, she earned the distinction of Order of the Coif.

Following her background in municipal government work, Ms. Bronowski has practiced land use and environmental law for over 20 years, starting her career at the West Los Angeles law firm of Manatt, Phelps & Phillips. In 1990, Ms. Bronowski joined the Firm.

Ms. Bronowski currently serves as a member of the Land Use Group within the Real Estate Practice of the Firm and also actively practices in the areas of administrative law, transactional real estate law, municipal law, land use processing and litigation.

Ms. Bronowski is a leading land use attorney in Southern California. Recently, Ms. Bronowski has represented clients such as Galpin Motors, Costco Wholesale, Kilroy Realty, Lennar Partners, J. H. Snyder Company, Home Depot and Lee Homes in acquiring, entitling and developing exciting urban development projects in and around Southern California. Ms. Bronowski has also represented the Los Angeles Unified School District and the Santa Monica Community College District in special projects.

Ms. Bronowski has expertise in all areas of land development, including Redevelopment Law, zoning, planning and permitting. Ms. Bronowski is an expert in the field of compliance with the California Environmental Quality Act (CEQA), including the preparation and legal defense of Environmental Impact Reports (EIRs) and Mitigated Negative Declarations (MNDs). She is also experienced in the processing of land development projects under the California Coastal Act before the Coastal Commission. Ms. Bronowski prides herself on being an integral part of a land development team, working closely with her clients to guide major development projects through the complex and challenging governmental entitlement process.

Ms. Bronowski has also been actively involved in land use litigation, especially cases involving CEQA. Representative cases in which she has served as counsel include No Oil v. City of Los Angeles, 196 Cal. App. 3d 223 (1987) and Cadiz Land Co. v. Rail Cycle , 83 Cal. App. 4th 74 (1999).

Ms. Bronowski's other activities include serving as an appointed member of the Los Angeles County Beach Commission (appointed by Supervisor Yaroslavsky). Ms. Bronowski has also served as Chair of the Baldwin Hills Conservancy, a member of the City of Los Angeles Convention Center Commission, and a member of the City of Los Angeles Civil Service Commission.

Ms. Bronowski is a member of the California State Bar, the Los Angeles County Bar Association, and a former governor of the Century City Bar Association. Ms. Bronowski served on the Los Angeles Superior Court Ad Hoc Committee on CEQA Writs. She is a frequent author and speaker on land use topics. She co-authored the Zoning chapter of California Environmental Law and Land Use Practice, Matthew Bender, 1997. She served as a contributing editor of The Planning Report .
