Lawyer Overview
Mr. Protter is the Managing Partner of the firm and as the Chief Executive Officer is responsible for administrative management, entrepreneurial leadership, strategic planning, client and community relations and the mentoring and professional development of partners, associates and staff. Howard is a member of the Municipal Law Team and leads the firm's International and Intellectual Property practice areas on the Business Team.
Mr. Protter has been Village Attorney for Cornwall-on-Hudson since 1982 and the Tuxedo Town Counsel since 1996. His primary practice has been devoted to municipal law and litigation, representing local governments and municipal officials in Orange, Ulster, Sullivan and Putnam counties since 1983 in various types of municipal litigation, labor relations, disciplinary proceedings, land use and environmental matters. Mr. Protter's international and intellectual law practice has involved a wide variety of commercial transactions, including importation and licensing in the Netherlands, Italy, England, and France.
Mr. Protter is Second Vice-Chair of the New York State Bar Association's Municipal Law Section's Executive Committee and a member of the Mass Disaster Committee, Chairman of the Municipal Law Committee and Ethics Committee Member of the Orange County Bar Association, a member of the American Bar Association's Government Operations and Liability Committee, (Local Government Management & Organization Subcommittee), a member of the American Water Works Association, and the AWWA Research Foundation. He was also admitted to practice before the Supreme Court of the United States.
Mr. Protter is a graduate of the State University of New York and received his Juris Doctor degree in 1980 from the New York Law School. He was admitted to the New York State Bar in 1981, and is admitted to practice in the United States District Court for the Northern, Southern and Eastern Districts of New York, the Second Circuit Court of Appeals and the United States Court of International Trade.
Howard is President of the Museum of the Hudson Highlands, a director of the Clare J. Hoyt Memorial Foundation, and a member of the Cornwall Lions Club. You may e-mail him hp@jacobowitz.com.
