Lawyer Overview
Bill helps bankers demonstrate their compliance with applicable regulatory requirements and restrictions. He will work to identify the laws and rules governing your proposed transactions and operations, the conditions under which restrictions apply, and the possibility of alternative structures that are less restricted. When the opportunity arises, he will work with you to propose revisions in the restrictions and requirements to eliminate or lessen unnecessary burdens on the financial services business, and to increase the range of activities in which banks and their subsidiaries may engage. For these purposes, he has participated often in drafting comments on proposed rules, has drafted bills that were enacted as law, and has drafted requests that resulted in the issuance of favorable interpretations by federal banking agencies. His background also includes extensive experience with the regulatory aspects of mergers and acquisitions, affiliate transactions, and loans to insiders.
