Lawyer Overview

Richard Chirls, a New York tax partner, focuses his practice on the tax aspects of public finance transactions. Leader of the nationally recognized Public Finance Tax Group, Mr. Chirls focuses on new products, including the development of financing techniques for governments and investment bankers. He frequently acts as special tax counsel to issuers and underwriters of municipal finance issues. Mr. Chirls also conducts the defense to IRS challenges to the tax exempt status of municipal bonds, and was lead tax attorney among the joint defense group of 17 investment banking firms that settled the IRS/SEC/DOJ “yield burning” allegations. He has lectured and written extensively on municipal finance tax issues.
