Lawyer Overview

Philip G. Kiko is of counsel with Foley & Lardner LLP. He is a member of the Government & Public Policy, Corporate Compliance & Enforcement, and Privacy, Security & Information Management Practices and the Life Sciences and Automotive Industry Teams.

Prior to joining Foley, Mr. Kiko was general counsel and chief of staff of the House Judiciary Committee under then Chairman F. James Sensenbrenner, Jr. (WI). During this time, Mr. Kiko worked closely and served as a senior advisor to members of Congress, the Judiciary, administration officials, House and Senate leadership, and members of outside organizations. He served at senior levels in the Office of the Secretary at the Departments of Education and Interior and as associate administrator of procurement and purchasing for the House of Representatives. Mr. Kiko also worked as deputy chief of staff for the House Science Committee under then Chairman Sensenbrenner and also served as chief of staff in the Congressman's personal office.

During his tenure, Mr. Kiko helped guide hundreds of legislative measures through the committee process and many were signed into law. He has vast experience with issue management and negotiating high profile legislation, dealing with bankruptcy reform, terrorism, immigration, energy, global climate change and legal reform and oversight. A few of the notable pieces of legislation and matters that Mr. Kiko assisted Members of Congress include:

  • Legislation dealing with border security and immigration, such as the Visa and Border Security Act and the Real ID Act
  • Oversight over programs and contractors at Departments of State, Homeland Security and Justice
  • Legal reform legislation such as Class Action Fairness Act and the Bankruptcy Abuse Prevention and Consumer Protection Act
  • Oversight over intellectual property and piracy issues both domestic and international
  • Anti-terrorism legislation such as the Patriot Act and the Patriot Act extension
  • Oversight over science agencies such as NASA, NOAA, DOE and EPA and matters including the NASA authorization bill, Fastener Quality Act, the National Science Policy Study and the Y2K bill
  • Two Justice Department authorization bills and the criminal provisions of Sarbanes/Oxley
  • Crime legislation such as the Justice for All Act, and the Violence Against Women Act Extension
  • Civil rights legislation including the Voting Rights Act Extensions of 1982 and 2006
  • Oversight over Federal judiciary, sentencing guidelines, court security, and judicial conduct 
  • Children's protection legislation such as the Protect Act and the Adam Walsh Children's Safety Act of 2006
  • Mr. Kiko has had more than three decades of experience in government. He has extensive knowledge of the legislative and executive branch process and has developed strong bi-partisan relationships.

    While in government, Mr. Kiko was listed in the "The Hill 100" in 2005, The Almanac of the Unelected and was a Presidential Meritorious Rank Award winner. He has been profiled in several Capitol Hill and Washington, DC legal publications.

    Mr. Kiko's initial interest and background will integrate with Foley's Entertainment & Media Industry Team, as well as the Intellectual Property and White Collar Defense and Corporate Compliance Practices.

    Mr. Kiko obtained his B.A. from Mount Union College (1973). He earned his J.D. from International School of Law, now George Mason University School of Law (1977).

    Mr. Kiko was named a Regulatory and Public Affairs "SmartLawyer" in the December 2008 issue of Washington SmartCEO.

    Mr. Kiko is a member of the District of Columbia Bar and of the Virginia State Bar.
