Lawyer Overview

Tim Lui-Kwan is partner in the firm's Honolulu office and is a member of the Corporate & Business Practice Group. He concentrates his practice on regulatory and administrative law. He has represented a broad range of clients in administrative proceedings before regulatory agencies and boards. Prior to joining Carlsmith Ball in 1989, Mr. Lui-Kwan served as the Deputy Planning Director and a Deputy Corporation Counsel for the County of Hawaii. Mr. Lui-Kwan has also represented parties in complex litigation involving environmental and Native Hawaiian issues. Before becoming an attorney, Mr. Lui-Kwan worked throughout the Pacific Basin as an archaeologist with the Bishop Museum.

Regulatory Assists and represents clients in proceedings before a number of regulatory bodies in Hawaii, including the State Land Use Commission, State Public Utilities Commission, State Land Board, State Water Resource Commission, State Health Planning and Development Agency, State Real Estate Commission and the State Board of Public Accountancy, as well as the Planning Commissions and County Councils of the Islands of Kauai, Maui, and Hawaii.
