Mark Dykes is a shareholder in the firm's Litigation and Environmental, Energy & Natural Resources Departments. He participates in business litigation, with an emphasis on Chapter 11 bankruptcy related litigation, and has deep expertise in complex liability insurance coverage issues, including those arising in mass-tort bankruptcy cases. He also advises insurers, TPA's and agents on compliance with insurance regulations, is well-versed in insurance codes and regulations, including those governing the reinsurance relationship, and has represented cedents in the drafting and negotiation of reinsurance/coinsurance treaties.
Mark also advises the electric utility industry and entities with interests in that industry in a wide variety of matters, including the drafting of coal supply, transportation, and coal combustion by-products agreements, power sales contracts, interconnection agreements, and market hub procedures. On the litigation front, Mark has represented utilities in stray-voltage litigation, disputes over power-supply and other contracts, and in Chapter 11 cases involving the rejection or attempted rejection of executory fuel and transportation contracts.
Mark graduated with a J.D. degree in 1987 from the University of California at Berkeley (Boalt Hall) School of Law. In 1983, he received a B.A. degree, summa cum laude, from the College of Idaho. Mark was admitted to the Utah State Bar in 1987 and the Colorado State Bar in 1989. He has served as an adjunct professor of law at the University of Utah College of Law, where he has taught insurance law. He has also lectured and published in the fields of bankruptcy and insurance law. His insurance articles have been cited in judicial opinions and by other authors in the field.
Prior to joining Parsons, Mark practiced for 18 years with the former LeBoeuf, Lamb, Greene
& MacRae.
