In his business and legal career spanning nearly 30 years, Mark Joye has developed a unique insight into international trade. His practice includes the representation of manufacturing, technology and service companies operating in various markets worldwide. His extensive global trade experience allows him to provide effective, realistic solutions to legal issues confronting exporters and importers, as well as numerous service companies and public sector entities.

Mr. Joye’s legal services include advice regarding all aspects of export, import and transportation issues. His practice emphasizes processes necessary to define compliance strategies, counseling to implement those strategies and parallel track resolution of non-compliance events. He also assists with due diligence prior to and contemporaneously with acquisitions and mergers to ensure compliance with export and import regulations.

He regularly represents companies before the U.S. Department of Homeland Security, Customs and Border Protection (CBP), the U.S. Department of Commerce, Bureau of Industry and Security (BIS), the U.S. Department of State, Directorate of Defense Trade Controls (DDTC) and the U.S. Department of Treasury, Office of Foreign Assets Control (OFAC). Mr. Joye has held a Customs brokers license for over 25 years.

Mr. Joye has developed a system called GlobalTIES, which combines export, re-export and deemed export controls into a single solution for private and public sector global enterprises of all sizes. This is a cross-trained group focusing in-depth on deemed export employment ramifications and related vendor/customer relationships. GlobalTIES goes beyond export controls and includes firm employment/intellectual property protection and cross-border litigation lawyers with Ph.D.- level technical experts within the firm.

Mr. Joye, unlike many counselors, has had extensive business and engineering experience. His work experience prior to becoming a lawyer is the foundation for his practice in many ways, and included working for a medical device manufacturing company, a large U.S. flag steamship company and one of the world’s largest global logistics companies. His training and exposure to manufacturing and technology as a businessman has benefited his clients when developing compliance strategies within large corporate entities, strategic alliance groups, joint ventures and other global enterprises.

His overarching global trade experience has given him a great number of successes in cost-effective representation. These include but are not limited to:

  • Organizing senior management training and process development for global export/import operations for some of the largest computer technology, automotive, defense and energy companies in the world;
  • Developed export/import strategies for accomplishing commercial goals while not compromising prudent global compliance efforts; and
  • Cost-effective representation in complex penalty and penalty avoidance matters before U.S. and foreign government agencies.

Mr. Joye is a member of many export/import associations and a regular speaker at various seminars. He is also a member of the American, Texas, Florida and Houston Bar Associations, as well as the international law section of many of those associations. He is past Co-Chairman of the Texas-Mexico Bar Association and Chairman Emeritus of the Houston District Export Council.
