Eckhard Bremer’s practice focuses on all aspects of German and European Union (EU) competition law, public procurement law, state aids, and other regulatory affairs.

Mr. Bremer provides advice to clients with leading market positions as well as to those who strive to enter a market. As a regulatory lawyer, he accompanies national and cross-boarder transactions and represents clients in administrative, judicial and legislative proceedings related to competition, including merger control procedures, dominant firm investigations by antitrust authorities and bid protest procedures at national and EU-level.

During his practice, Mr. Bremer has gained extensive experience in various industries, including the printed press, electronic media, telecommunications, energy, railway, public transport, infrastructure and banking. In recent years, he has particularly been advising leading European passenger and cargo transport companies in all regulatory and policy aspects of their strategy to enter the German market. He also gave advice to major newspaper publishers in regulatory and antitrust matters, including merger control procedures. Mr. Bremer served as an expert in hearings of the German Federal Parliament and supported clients in drafting statements in legislative proceedings and proposals for new legislation.

Prior to joining Hogan & Hartson Raue, Mr. Bremer held the position of a research fellow at the Max Planck Institute for Foreign Private and Private International Law in Hamburg. He worked as the assistant to Prof. Ernst-Joachim Mestmäcker, the former President of the German Monopolies Commission from 1989-1996. As a member of the Max-Planck-research group on “Law and Economics of International Telecommunications,” he published numerous articles in the areas of antitrust law and regulation, administrative law, media and telecommunications, and public procurement law.
