Thomas C. Wheeler has 30 years of experience practicing government contracts law and litigation in Washington, D.C. He concentrates on the trial and resolution of large claims before independent tribunals, administrative boards, the U.S. Court of Federal Claims, and the U.S. District Courts. He also handles bid protests before the Government Accounting Office and the federal courts. His most significant matters have involved health care, rail and subway cars, transit buses, shipbuilding, nuclear and coal-fired power plants, F-14 fighter planes, missiles, military housing construction, and air traffic control systems. Mr. Wheeler has particular experience with the analysis and presentation of complex damages and scheduling issues, labor inefficiency claims, and overall project disruption. He has handled a number of disputes arising under the Freedom of Information Act. Mr. Wheeler has successfully resolved many matters through arbitration and the use of alternate dispute resolution techniques.
