Lawyer Overview

A lifelong Houston area resident, Bill Frazier entered Rice University on a football scholarship, graduating in 1954 with a B.A. in Economics.  He served in the United States Army Corp of Engineers at Ft. Belvoir, Virginia from 1955 to 1957.

Mr. Frazier has been in the trust and estate planning business since 1957 when he joined Houston Bank and Trust Company while attending the University of Houston School of Law.  He was admitted to the Texas Bar in 1961 and received his J. D. in 1963.  He attended the Southwestern Graduate School of Banking at Southern Methodist University from 1962 to 1964 and was, from 1967 to 1969, a trust officer at Commercial National Bank in Peoria, Illinois before returning to Houston to enter the private practice of law.

Professional associations have included Houston Bar Association, Corporation, Probate, Tax and Estate Planning Sections.  Continuing a special interest in Rice athletics, Mr. Frazier is a Lifetime Member and Past President of the R Association, member of Rice University Quarterback Club, RBI Club, and has served on the Rice University Annual Fund Committee.

Residing in the Houston-Galveston Bay area since 1969, Mr. Frazier has served on the Taylor Lake Village City Council and was Municipal Court Judge in 1978.  He has served in several capacities at Seabrook United Methodist Church , including Chairman of the Administrative Board, Pastor-Parish, and Finance Committees and the Ed White Youth Center Board.
